TAMPA, FLA. — Costis-Lifsey Development and American Land Ventures will develop a 21-story, 252-unit tower on the site of the Rusty Pelican, a restaurant and wedding venue that opened in 1978, in Rocky Point, a neighborhood on an island in Tampa Bay.
The project is being designed by the architecture firms Cube 3 and RSP Architects in tandem with the civil engineering firm Kimley-Horn. Construction is expected to begin in early 2027 and to be completed by mid-2028.
The new development, currently called Residences at Rocky Point, will offer two-level floor plans, floor-to-ceiling windows for bay views and will also feature an 8,000-square-foot rooftop restaurant. Additional amenities will include an infinity pool, beachside cabanas, a two-story lobby and an adjacent parking structure.
Costis-Lifsey Development is a partnership of the Lifsey Family Trusts. Beneficiaries of the Lifsey Family Trusts consist of Mark Costis, Sean Costis, Becky Costis Dumphy, Stanford Lifsey, Stan Lifsey, and Will Lifsey. The Lifsey and Costis families have led residential and commercial development projects in the Tampa Bay area since approximately 1975.
