ANNAPOLIS, MD. — A $105.8 million redevelopment of the 150-unit Robinwood public housing community is moving forward with plans for 58 new apartments, renovated townhomes, new seniors housing and expanded community amenities.
The developers are Community Housing Partners (CHP), a Virginia-based affordable housing developer, and the Housing Authority of the City of Annapolis (HACA). Additional stakeholders include the City of Annapolis, Anne Arundel County, the State of Maryland and the U.S. Department of Housing and Urban Development (HUD).
Robinwood was built in 1970 as a public housing community and today consists of 150 units, primarily three- and four-bedroom townhomes, on Tyler Avenue in Annapolis. The property is one of four traditional public housing communities still owned and managed by HACA.
The first phase is expected to encompass 214 rental units through a combination of new construction and rehabilitation. The 9 percent Low-Income Housing Tax Credit (LIHTC) component of Phase I will add 58 apartments in three garden-style buildings, including 16 one-bedroom, 24 two-bedroom and 18 three-bedroom units. The broader phase also calls for the rehabilitation of 68 existing townhomes, construction of 47 senior apartments, a new community center and additional rental housing and neighborhood amenities.
HACA expects financing for the 214-unit first phase to close in summer 2027. Construction timing will be announced after financing and required regulatory approvals are completed.
