FAIRPORT, N.Y. — WinnCos. has completed the $86 million redevelopment of Evergreen East, a 508-unit affordable housing community in Fairport. Originally constructed between 1972 and 1976 by the New York State Urban Development Corp. (UDC), the property, formerly known as the Pines of Perinton Apartments, was added to the National Register of Historic Places in January 2023. It was noted as an example of UDC’s suburban housing program, which sought to address post-World War II housing shortages with low-density, mixed-income apartments outside urban centers. The property is about 10 miles southeast of Rochester, New York.
The developer updated homes for nearly 2,000 residents. The project also included new plumbing, electrical infrastructure and HVAC systems throughout the 420,000-square-foot complex. New resident services were added as was a new community building and expanded options for residents with disabilities. CEO Gilbert Winn remarked that the project was the largest and most extensive rehabilitation project the company has ever completed, all while residents remained living at the community.
The acquisition and recapitalization terms ensure the community will remain 100 percent affordable for a minimum of 40 years. All 508 apartments are now designated as Low-Income Housing Tax Credit units. Income restrictions range from 40 to 80 percent of area median income.
